Brian Tarmey
President

Brian brings 20 years of project finance and transaction advisory experience in energy and infrastructure across emerging markets in Asia, Africa, and Latin America. Prior to joining Claremont Infrastructure Finance, he was a Managing Director at Delphos International, where he led the Energy and Infrastructure Advisory Team and established the firm’s Hong Kong and Singapore offices.
His sectoral expertise spans the full spectrum of energy—including solar, wind, hydropower, biomass, geothermal, thermal, nuclear, transmission, distribution, and storage—as well as ICT, agribusiness, ports, healthcare, hospitality, and manufacturing. Brian has led feasibility studies for large-scale power projects totaling over $30 billion and has advised on multiple successful financings, including a $150 million OPIC (now DFC) loan for a hybrid solar provider in India.
His clients have included IFC, World Bank, AfDB, USTDA, USAID, MCC, U.S. Ex-Im Bank, Globeleq, Meridiam, AES, the Rockefeller Foundation, PLN, EGAT, TNB, Smart Power Myanmar, BTE Renewables, Rocky Mountain Institute, PECC2, and Applied Solar Technologies. Earlier in his career, Brian worked at OPIC and AV Concept Holdings (595: SEHK), a listed technology firm in Hong Kong. He holds an MA in International Economic Affairs from George Washington University and a BA from Tufts University and is proficient in Spanish.

Eric Shumway

Eric brings decades of expertise in the regulatory reform of power markets; infrastructure project finance and financial modeling; PPP structuring; most power technologies and project development; cross-border transmission; procurement processes; wholesale price forecasting; wholesale market integration issues; cost-benefit analysis; PPA and FSA negotiation; and tariff setting. Clients include private developers, governments, regulators, commercial lenders, multilateral development banks and bilateral development agencies. He has worked on the ground in over 25 countries around the globe, especially in Central America and Mexico, Africa, and Southeast Asia.
Through Claremont Energy (now doing business as Claremont Infrastructure Finance), Eric also formed four small private equity funds that invested in cogeneration in Idaho, a Texas-based renewable power developer management buyout, development of biomass power plants in California (later serving as COO of the company operating the plants), and development of a solar PV project in El Salvador (he led development). Earlier in his career, he worked in publishing in Los Angeles and served in the Peace Corps in Nepal. Eric has an MA in International Affairs (International Economic Policy) from Columbia University and a BA in English Literature from Pomona College. He is fluent in Spanish and proficient in Nepali.

Aung Myo Lwin

Aung Myo Lwin, Senior Advisor to CIF and Founder of SSP Ventures Limited, is a seasoned consultant with deep expertise in financial modeling, project structuring, and stakeholder engagement across Southeast Asia. He has worked in international corporations such as Deloitte Consulting, Rockwell Automation, and Seagate Technology in Myanmar, Singapore, and the USA. He has advised clients ranging from local SMEs and MNCs to development partners, with a focus on feasibility assessments, market entry strategy, growth planning, partnership development, and post-merger integration in the private sector. He has also provided sector-specific policy advisory to government ministries through multilateral and bilateral development programs. He also spearheaded fundraising efforts (debt/equity) for clients and facilitated negotiations with international MNCs to establish joint ventures with domestic partners. He has worked with the CIF team over the last ten years on energy projects for clients including ADB, USTDA, USAID, ETP-UNOPS, Rockefeller Foundation, and others. He has a BS Electrical Engineering, National University of Singapore, 2006; an MA, Strategy and International Management, University of St. Gallen (HSG), Switzerland, 2009; and, an MBA, Strategy and Finance, Nanyang Business School, Nanyang Technological University, Singapore, 2010.

Vikas Singh

Vikas is a sustainable energy finance professional with over nine years of experience designing and delivering energy and climate-related projects across Africa, South Asia, Southeast Asia, the UK, and the Pacific. He has worked with a broad range of stakeholders, including international development agencies (such as the World Bank, IFC, ADB, UNOPS, UNDP, USAID, GIZ, FCDO/DFID, and UK BEIS), private investors, national and regional governments, NGOs, and private sector developers. His expertise spans economic and financial analysis, long-term energy planning, renewable energy, energy storage, electric mobility, distributed renewable energy (DRE), and broader power and climate policy and regulatory initiatives. Vikas has deep experience in providing commercial advisory services, including transaction advisory, project structuring, feasibility assessments, cost-benefit analysis, investment planning, risk assessment, and market studies. He is proficient in financial modelling and a range of technical tools including Helioscope, PVSyst, NREL's SAM, LEAP, and HOMER. Vikas holds a Bachelor of Technology in Mechanical Engineering and is fluent in English, Hindi, and Punjabi.
